SUMMARY:Focus Group Discussions on Unfolding Kigali Amendment and Mainstreaming Gender in Montreal Protocol Organized in Karachi and Lahore
DESCRIPTION:The National Ozone Unit (NOU)\, Ministry of Climate Change and Environmental Coordination (MoCC&EC)\, through its Institutional Strengthening (IS) component with UNDP\, organized 02 Focus Group Discussions (FGDs) on “Unfolding Kigali Amendment and Mainstreaming Gender in Montreal Protocol” on 18th December 2025 in Karachi and on 23rd December 2025 in Lahore. \n\n\n\nThe FGDs discussed the Kigali Amendment and explored pathways for its effective implementation in Pakistan\, identified barriers and solutions for mainstreaming gender considerations in Montreal Protocol related sectors\, and stressed the need for strengthening multi-stakeholder coordination for climate-resilient cooling solutions. The sessions also enhanced awareness and disseminated critical information regarding Pakistan’s recent ratification of the Kigali Amendment — a significant commitment to phasing down hydrofluorocarbons (HFCs) and advancing both ozone protection and climate action. Both events featured remarks from distinguished guests\, technical presentations\, and intensive discussions among participants. Dr. Saleem Janjua\, NPM\, NOU at both events outlined the rationale for the FGDs. He highlighted Pakistan’s recent ratification of the Kigali Amendment as a landmark achievement\, emphasizing the critical need to engage key stakeholders.  Both FGDs were enthusiastically received by participants and concluded with a collective pledge to strengthen efforts for ozone layer protection and advance Pakistan’s commitments under the Kigali Amendment.

DESCRIPTION:A seminar to celebrate World Ozone Day-2025 was organized by National Ozone Unit (NOU) of the Ministry of Climate Change & Environmental Coordination (MoCC&EC)\, Government of Pakistan in collaboration with BUITEMS\, Quetta. \n\n\n\nUnder the dynamic leadership & management of Dr. Saleem Janjua\, Chief of the National Ozone Unit (NOU)\, the Government is performing various key activities at the national and international levels in the domain of ozone layer protection\, climate change\, and other related areas. \n\n\n\nThe event was organized on 23rd Sep 2025 in BUITEMS\, Quetta. The event consisted of remarks from the distinguished guests\, technical presentations\, and interactive activities performed by youth. \n\n\n\nMr. Ahsan Achakzai\, Registrar\, BUITEMS appreciated the efforts of Ministry of Climate Change in organizing the awareness raising activities in  Quetta on an important topic of ozone protection. \n\n\n\nDr. Saleem Janjua\, Chief of the National Ozone Unit (NOU) of Pakistan\, Islamabad delivered the Guest of Honor address and explained the overall rationale for arranging this event related to World Ozone Day-2025 and also deliberated on the details for Montreal Protocol. He emphasized that academia has an integral role in phasing out of Ozone Depleting Substances and achieving targets set under the international commitments by carrying out policy-oriented research and piloting innovative projects. With this intent\, National Ozone Unit has carried out a series of awareness raising campaigns and is proactive in establishing and maintaining partnerships with academic institutions so that coherent efforts are made and international commitments are met. \n\n\n\nThereafter\, Prof. Dr. Khalid Hafeez\, Vice Chancellor\, BUITEMS also delivered the Guest of Honor Adress from the University side. He appreciated the theme of event and Ministry of Climate Change for organizing the seminar on a topic that is needed for environmental sustainability and is critical to ensure human survival on planet Earth. \n\n\n\nThe session proceeded with speeches and presentations and in-depth technical discussions related to ODS\, Kigali Amendment and ozone layer protection. \n\n\n\nThis was followed by a quiz competition\, poster competition\, speech competition and sports competition amongst students and winners were selected. \n\n\n\nStakeholders unanimously acknowledged the Montreal Protocol as a global environmental success story and called for continued collaboration among government\, academia\, national and international partners to sustain progress on ozone protection and climate action. The seminar concluded with a collective pledge to strengthen national and international efforts — taking science forward into global actions\, for the sake of future generations.

The first event was held on 27th May 2025 in collaboration with Lahore College of Women University (LCWU)\, Lahore\, and the second event was held on 29th May 2025 in collaboration with University of Peshawar. The seminars deliberated on World Ozone Day -2025 theme i.e. 40 years of the Vienna Convention — from Science to Global Action. \n\n\n\nThe events consisted of remarks from distinguished guests. Technical discussions covered ODS\, the Kigali Amendment\, ozone layer protection\, and four decades of international cooperation under the Vienna Convention. Student engagement activities including a quiz competition\, poster competition\, and documentary screening were also held\, with winners duly recognized. Participants across both events unanimously acknowledged the Montreal Protocol as a landmark global environmental success and called for continued collaboration among government\, academia\, and national and international partners. The seminars concluded with a collective pledge to advance science into action for the benefit of future generations\, reflecting Pakistan’s unwavering commitment to safeguarding the ozone layer and driving inclusive climate action.

DESCRIPTION:The National Ozone Unit (NOU)\, Ministry of Climate Change and Environmental Coordination (MoCC&EC)\, through its HPMP component organized a Training Programme for Customs & Enforcement Officers on Montreal Protocol and HCFCs Control on 16-17 Jan 2025 at Quetta. \n\n\n\nDr. Saleem Janjua\, NPM\, NOU delivered the Welcome Remarks and presented an overview of the National Ozone Unit (NOU) of Pakistan. He emphasized that the training programme is of critical importance for effective ODS trade control and ensuring compliance under Montreal Protocol. Mr. Jameel Ahmed Baloch\, Collector (Appraisement)\, Pakistan Customs\, Quetta\, served as Guest of Honour and highlighted the role of Pakistan Customs in ensuring compliance with the Montreal Protocol. Mr. Hammad Shamimi\, Additional Secretary/NPD (Montreal Protocol)\, MoCC&EC\, graced the event as Chief Guest. He appreciated the work of the NOU and stressed that customs and enforcement officers play an essential role in monitoring and preventing illegal ODS trade. He urged all participants to strengthen their contributions towards environmental protection and sustainable development. \n\n\n\nFollowing the remarks session\, technical presentations were delivered by subject matter experts on a range of key topics. Dr. Saleem Janjua\, NPM\, NOU presented an overview of Montreal Protocol implementation in Pakistan. Dr. Uzaira Rafique\, Pro-Vice Chancellor\, Fatima Jinnah Women University\, covered ozone science\, the causes and effects of ozone layer depletion\, ODS substitutes\, and the international response including the Vienna Convention\, Montreal Protocol\, and its amendments. Ms. Kanwal Ali\, Director (NNDA)\, Pakistan Customs\, addressed risk profiling and management by Pakistan Customs. Dr. Rahmatullah Vistro\, Former Collector Customs\, presented naming\, labelling\, and packaging of ODS including Harmonized System (HS) customs codes\, as well as procedures for checking freight papers and permits. Mr. K.M. Zubair\, Former Managing Director (NEECA)\, presented on transitioning from HFCs to low Global Warming Potential (GWP) refrigerants. Customs and enforcement officers attended the programme with keen interest. Participants reaffirmed the need for ozone layer protection\, phasing out of ODS\, and ensuring full compliance with the Montreal Protocol and its amendments.

The event was attended by more than 50 representatives from public and private sector\, including the representatives of industries\, industrial associations\, R&D institutions\, civil society\, academia and others. \n\n\n\nHonourable Madam Romina Khurshid Alam\, Coordinator to the Prime Minister on Climate Change and Environmental Coordination graced the occasion as Chief Guest. Respected Ms. Aisha Humera Chaudhary\, Federal Secretary & Mr. Rana Ahmed Atteeq Anwar\, Parliamentary Secretary\, Ministry of Climate Change and Environmental Coordination were also present during the event. The experts\, academia\, and social sector representatives discussed emerging issues of the ozone layer protection\, like science of ozone\, destruction of ozone layer\, energy efficiency linkage with ozone layer\, green building codes\, new refrigerants\, and flammability issues.

He explained that the training programme is of immense importance for effective ODSs trade control\, supporting national efforts to enforce ODS rules and regulations\, and roles of Customs on illegal trade and its prevention. \n\n\n\nHonorable Madam Romina Khurshid Alam\, Coordinator to the Prime Minister on Climate Change and Environmental Coordination was the Chief Guest of the event. She appreciated the work being done by the National Ozone Unit (NOU) and efforts being put to meet the objectives of the Montreal Protocol and its subsequent amendments under the vibrant management of Dr. Saleem Janjua\, NPM\, NOU. NOU support to various academic institutions of Pakistan comprised of technical and research-oriented skills for protecting ozone layer and was extended to 353 participants comprising of professors (21M\, 20F)\, relevant government officials (101M\, 24F)\, and researchers/students (53M\, 134F).  \n\n\n\nNOU also awarded 05 industries (M/s Dawlance Pvt Ltd-Karachi\, M/s Pakistan Insulation-Karachi\, M/s Koldkraft Refrigeration-Lahore\, M/s Foster Refrigeration-Lahore and M/s Symbol Industries-Lahore) with Ozone and Climate-Friendly Technology Awards for phasing out of 20.44 ODP tons (220.31 MT) of HCFCs from Pakistan during the years 2022-2023.

The main event for World Ozone Day-2023 was celebrated on 16th Sep 2023 in collaboration with relevant stakeholders. \n\n\n\nEach event featured remarks from distinguished guests\, technical presentations\, and student-led interactive activities. Dr. Saleem Janjua\, NPM\, NOU delivered opening remarks outlining the campaign’s rationale\, the significance of World Ozone Day 2023\, and the provisions of the Montreal Protocol. He stressed academia’s pivotal role in phasing out Ozone Depleting Substances (ODS) and fulfilling international commitments through research and innovative projects. Vice Chancellors of the respective universities commended the initiative\, recognizing ozone protection as essential to environmental sustainability and human survival. Participants and stakeholders from various departments and organizations collectively emphasized the urgency of ozone layer protection\, ODS phase-out\, and compliance with the Montreal Protocol. All government bodies were urged to strengthen and accelerate their contributions to environmental protection.
